康熙年间,郑板桥任潍县知县。时逢大旱,田地龟裂,百姓生活困苦不堪。郑板桥见此情景,心急如焚,遂决定开仓放粮救济灾民。然而,按照当时的规定,开仓放粮需要层层上报,等待上级批准后才能执行。但灾情紧急,若按常规程序办理,恐怕会延误最佳时机,导致更多人饿死。
于是,郑板桥毅然决然地下令打开官仓,将粮食分发给饥民,并写信向上级说明情况:“潍县连年干旱,民不聊生。今仓中有余粮,不忍坐视百姓饿毙。已命人开仓赈济,待天降甘霖,秋收之后再补足仓廪。”

In the Kangxi period, Zheng Banqiao served as the magistrate of Weixian County. At that time, there was a severe drought, with dry fields and great hardship for the common people. Seeing this situation, Zheng Banqiao was deeply distressed and decided to open the granary to distribute grain to relieve the disaster victims. However, according to the regulations at that time, opening the granary required reporting through multiple levels and waiting for approval from higher authorities before it could be carried out. But the disaster was urgent, and if the normal procedures were followed, it might delay the best opportunity, causing more people to starve to death.
Therefore, Zheng Banqiao resolutely ordered to open the official granary and distribute grain to the starving people, and wrote a letter to his superiors explaining the situation: "Weixian has suffered from drought year after year, and the people are unable to live. Now there is surplus grain in the granary, and I cannot bear to see the people die of starvation. I have already ordered the granary to be opened for relief. After the arrival of rain and the autumn harvest, I will make up for the grain."
